docs: public tracker rules — bare minimum, no internals, no attribution - #686

AGENTS.md and CLAUDE.md now open with the rule: this repository is public, so issues, PRs, commits and comments carry no internal details (private-repo paths or links, asset/deploy names, infrastructure numbers, session/run ids, trace excerpts, local paths, quoted user messages, provider/model/account details) and no assistant or model-vendor attribution; anything sensitive already posted is deleted, not edited.
