AptRepoClient should (try to) work around temporary network errors

Often AptRepoClient.load_repos() fails when there is some temporary network glitch and because of that some retry mechanisms is usually needed around this call.
It would be easier if AptRepoClient handled this.

Patch for adding retry functionality and parameter to load_repos() has been sent to author.
