Fix IED relay fascia status placement and QA

Audit result

The relay PNG was already packaged and reused, but three details were incomplete: the IED Explorer status badge still overlapped the artwork area, a relay-icon shadow remained, and IO List FAT used a different operational-state placement. The QA document also contained machine-local evidence paths.

Changes

• keep Assets/ied-protection-relay-fascia.png as the shared artwork
• place LIVE/STOP below the relay in IED Explorer and IO List FAT
• retain the final PASS badge in the IO List FAT text area
• remove the relay-icon shadow
• strengthen the existing 11-test UI contract
• replace local-only QA paths with repository-auditable documentation
• update the build invariant from the former 44×44 icon to the new 50×50 layout

Validation

• XAML parse checks passed
• Release build passed with zero errors
• focused UI contracts: 11 passed, 0 failed, 0 skipped
• Build ARSAS passed
• Validate IO List Testing passed
• Validate SV evidence bundles passed
• Legacy SAS RCB export guard passed
• regression tests, portable publish, and artifact upload passed

A fresh full-window screenshot at common Windows scaling factors remains a P3 visual evidence item.
