Integrate ARIEC61850 P0-P2 reliability engine

Purpose

Advance the immutable ARIEC61850 engine lock from field-proven 11ab2304482600c19ba979f4fc9021ddb46b9af9 to merged ARIEC61850 main commit 4103517a3b3d57aaa5390519345331493c06ef4e from PR #129.

Engine changes now available to ARSAS

• canonical IEC 61850 model boundary shared by SCL and live discovery;
• bounded/latest-only publication, coalescing and million-signal-oriented compact storage;
• canonical runtime value plane and consumer projection boundary;
• hardened URCB/BRCB lifecycle evidence;
• EntryID-first replay diagnostics and DataSet-order validation;
• guarded PurgeBuf and sanitized reporting evidence.

Integration boundary

This PR changes only the immutable engine pin/provenance. It does not copy protocol heuristics into ARSAS and does not yet rewire ARSAS presentation/runtime code to every newly available canonical API. ARIEC61850 remains authoritative for IEC 61850 protocol/model semantics; ARSAS remains responsible for application workflow, UI, multi-IED/session orchestration and evidence presentation.

Required gates

• exact engine checkout/API verification;
• full ARSAS solution build and regression suite;
• portable publish and startup smoke;
• existing IO/SV validation workflows where triggered;
• no release/golden promotion solely from cloud CI; physical relay gates remain authoritative for field-sensitive reporting/control behavior.

Base is current ARSAS main so accepted COMTRADE and other parallel workstream behavior is preserved.

Closing as superseded/unsafe to merge. Current main and qualified v1.6.36 lineage already pin ARIEC61850 0023ef9a4373855497464ed3979e359c4041c95d from PR #132. This PR would replace that newer convergence pin with older 4103517a3b3d57aaa5390519345331493c06ef4e from PR #129, i.e. a functional engine downgrade. Its exact-head Build, Installer, COMTRADE, SV and IO workflows also failed. No source from this PR is needed because its only change is the obsolete engine lock update. Closing preserves the branch/history but prevents accidental merge.
