ARSAS 1.6.37 stable release

Focused public patch release after the final field-tested convergence.

Included

  • reference-client-aligned live RCB instance presentation without duplicate logical SCL rows;
  • canonical source-backed SCL/IID ReportControl export identity with preserved RptEnabled indexing metadata;
  • square-only RCB occupancy indicator (yellow when client-occupied, green otherwise);
  • smooth, bounded COMTRADE Phasor/Harmonics/Locus presentation while native analysis remains authoritative;
  • merged ARIEC PR Synchronize v1.6.20 public download and release pages #133 source-backed export boundary with default-off behavior for live-model-only export.

Release metadata

  • canonical version: 1.6.37;
  • stable Windows x64 channel;
  • publication request: 25;
  • release notes updated for v1.6.37;
  • no runtime/packaging behavior change in this PR beyond version/release metadata.

Gate

Merge only after exact-head CI is green. Merging .release/windows.json to main intentionally triggers the official Windows stable release pipeline, which rebuilds/tests the exact source, smoke-tests portable + installer, generates SHA-256/SBOM/provenance/attestations, and publishes the public GitHub Release.
