Publishes the physically verified R10 convergence baseline already merged to main.

Proven baseline

• generated Edition 2 and Edition 1 SCL reopen/reconnect: 32/32 domains;
• all planned trusted-SCL initial reads succeeded;
• projectionErrors=0 and cacheLoss=0 on both editions;
• 58/58 report-backed runtime points, unresolved=0;
• actual InformationReport observed;
• exact merged ARIEC61850 R10 engine authority remains unchanged.

Publication ordering

• this PR changes canonical release metadata only;
• landing/release-notes.json remains on the currently published v1.6.37 evidence during review;
• after v1.6.38 is actually published, sync-release-documentation.yml will derive verified landing evidence from the real GitHub Release assets/checksums, then landing notes can be curated for R10 without inventing pre-publication evidence.

Safety boundary

• no application/runtime behavior changes;
• no engine lock changes;
• PR perf(scl): reuse short-lived save enrichment snapshot #327 save-enrichment optimization remains excluded from this stable release.

Merge only after exact-head CI is green. Merging .release/windows.json to main will trigger the official Windows stable publication workflow.
