R6.4 — Evidence Intake & Review

• Publish a maintainer-facing public evidence intake/review SOP, including privacy, provenance, service scope, status boundaries, retest evidence and publication gate.
• Clarify in the existing EN/ID Compatibility contribution panels that an Issue is submitted/unverified; only a separate reviewed registry PR can change the matrix.
• Improve issue form: one bounded service result, expected versus observed outcomes, optional public sanitized record, and explicit privacy/publication acknowledgement. Planned tests do not establish a pass.
• Guard the form, policy link and publication boundary with adoption, source and rendered website validators.

No new backend, no new marketing page, no automatic claim promotion, no new physical test/conformance assertion. The historical profile registry and all IEC 61850 runtime/engine code remain unchanged.
