Enable fault-record download for partial and single-file relay records

Summary

Fixes the ARSAS fault-record window so COMTRADE companion completeness is no longer incorrectly used as a transport lock:

• enables Download whenever the selected row contains at least one remote file
• downloads the files actually exposed by the IED even when the companion set is partial
• changes RequireCompleteRecord to false for the application workflow while retaining all engine byte/read/cancellation limits
• presents incomplete companion sets as Partial rather than unavailable
• displays extensionless relay packages as PACKAGE
• updates user-facing status text to distinguish availability from COMTRADE completeness

Dependency

The matching engine fix is masarray/ARIEC61850#35. It corrects OCR7SJ8Mod2 identity inference and adds extensionless package discovery for files such as FRA00019.

Expected field result

• IED card / CID export identity: OCR7SJ8
• Logical Device domains remain intact, including OCR7SJ8Mod2...
• a visible relay record can be downloaded even if it is a single vendor package or only the currently exposed COMTRADE companion files are available
