Overview
Adds a Driver-Server Version Compatibility Matrix section to RELEASE.md so release maintainers can document which SingleStore engine versions each connector release supports.

The new text instructs adding a fresh row per release (engine list from the SingleStore EOL policy at tag time, not copied from prior rows). It also backfills a table from 1.0.0 through 1.4.1 with release dates and supported engine versions.
