Prepare durabletask 1.11.0 and Azure Functions 2.0.0rc2 releases

Summary

• prepare durabletask 1.11.0 and durabletask.azuremanaged 1.11.0
• prepare azure-functions-durable 2.0.0rc2
• update provider dependency floors to durabletask 1.11.0, including the Azure Managed azure-blob-payloads extra
• move accumulated changes under the release headings, retaining empty Unreleased sections and all replay-breaking upgrade warnings

All user-facing changes since the previous release tags are represented:

• Add configurable large payload storage to the Azure Functions provider #270: configurable Azure Functions large-payload storage and hydration, preserved function-directory context, and non-blocking async Azure Blob compression/decompression in the core SDK.
• Add configurable Azure Managed token resource IDs #272: configurable Azure Managed token audiences and Azure Government region defaults.
• Fix nested composite task completion #267: corrected nested when_all / when_any completion, including Azure Functions compatibility APIs.

The GitHub Actions dependency update in #265 is internal-only and excluded from the package changelogs.

Warning

The nested-composite fix can change the winner of an existing nested race during replay and cause NonDeterminismError. All three changelogs retain guidance on draining or isolating affected instances and pinning the core dependency before upgrading. Ordinary, non-nested composites are unaffected.

Validation

• parsed all three pyproject.toml files and verified package versions and dependency floors
• verified release headings and confirmed existing changelog entries, history, and upgrade warnings are preserved
• checked final diff formatting, accounting for the Azure Managed manifest's existing CRLF line endings
• confirmed the release-prep diff contains only the six package metadata and changelog files

Release coordination

After merge, publish durabletask 1.11.0 before the dependent provider packages, following the release pipeline's existing ordering. Release tags are v1.11.0, azuremanaged-v1.11.0, and azurefunctions-v2.0.0rc2. This PR does not create tags or publish packages or GitHub releases.
