[Bug]: Time out when downloading browsers

Steps to reproduce

1. npm init playwright@latest
2. create a github action to run the demo tests
3. have the action run the npx playwright install command to download browsers
4. see timeout issue

e.g.

      - name: Install dependencies
        run: npm ci
      - name: Install Playwright browser
        env:
          PLAYWRIGHT_DOWNLOAD_CONNECTION_TIMEOUT: 1000
        run: npx playwright install chromium --no-shell
      - name: Run Playwright tests
        run: npx playwright test --project=chromium

Expected behavior

install command should successfully download the browser from initial CDN

Actual behavior

install command throws a timeout error and switches to a different CDN

if I do not set PLAYWRIGHT_DOWNLOAD_CONNECTION_TIMEOUT: 1000 the github action is stuck waiting 30 seconds to timeout for every single download
