docs(cli): document --debug modes and --run-agents - #42890

The --debug option accepts an optional mode ("inspector" | "cli",
default "inspector") since microsoft#39717, and --run-agents <mode>
("missing" | "all" | "none", default "none") is printed by --help
since microsoft#38917, but neither appeared in the test-cli options table.
