Conflicting type definitions when using `@vscode/python-extension` package

[karrtikr]

Discussed in #21664

Look into how existing @types/vscode is affecting installation of @vscode/python-extension package. Also, document which version of vscode types should the consumer extension be using.

are there verification steps?

The updated package isn't published yet, but I think I was able to verify it looking at #21664 and installing the new package from my local vscode-python clone on disk.

Thank you! Sorry I wasn't able to put out clear verification steps until the package was published, was waiting on approval.
