Being able to choose the installation directory would be useful on systems with low capacity boot drives but high capacity secondary drives. This would allow them to use winget without worrying about running out of space on their boot drive.
It could maybe be used with an argument such as --installpath to be used like this:
winget install steam --installpath "D:\Programs"
