ext4-utils

make_ext4fs and sim2img utilities. Mostly used to generate Android disk images.

To build the toolchain, you will need packages libuuid1 and uid-dev installed.

$ sudo apt-get install libuuid1 uuid-dev

These are the current Ubuntu package names. Other distros will have similar packages.
