Add an Access Policies reference page covering permissionless and condition-gated labs: capability matrix, rule kinds, openUntil/closedWhen qualifiers, preset expansion, recipes, condition validation, enforcement order, and the error surface. Cross-reference it from Lab Management, Files, Authentication, the Labs API overview, Roles & Permissions, the changelog, and the Scientist and Developer guides.
