[inactive_reviewer] Avoid duplicate functions taken from the `inactive_reviewer` rule

Currently, open PRs #2426 and #2417 reuse a lot of code from the inactive_reviewer rule. We could convert some of the functions used in the inactive_reviewer rule to util functions for reusability purposes.
