Followup of #60500

  • Set the default value to false
  • Allow setting preferStreaming when scheduling via the OCS API
  • Generate OpenAPI specs

  • Cypress failure is unrelated
  • Sqlite failure is related with federation
  • Minio failure is cause by the docker registery not responding
