Run modern tools via GitHub actions

While experimenting with #367 , and learning from other projects, maybe it makes sense to use modern tools on GH via actions.

Some ideas:

• Investigate if jsdoc be generated via GH actions #367
• JSDoc: Update so it actually works #369
• eslint
• prettier?
