Moderation Team recertification

The Moderation Policy states that the TSC should recertify Moderation Team members each year. It's possible my GitHub search abilities are failing me, but I can't find a recertification for 2024. The most recent recertification I can find is from May 2023 TSC meeting notes. So the recertification might be overdue at this point.

Oops, I meant to say the last recertification was May 2023, not 2024. I've fixed it in the post. Sorry for the error.

But now I see a recertification in fact happened in June 2024, so we're all good. #1569
