discussion: 2 compare buttons is confusing

Having 2 compare buttons that do different things is somewhat confusing and I often click the wrong one

I don't know what could be the solution and I would like to discuss

Random idea: How about we call it "Add to comparison" and we store locally which packages have been added, so if we go to another package and add it as well, the first package will also be shown? Might be even more confusing tho 🤔

If we are adding storage, then we should probably merge it with the multi-selection feature on the search page, which currently works only with query string params but could also be converted to just storage-based.

We could keep a single compare button in the header, and link the current package whenever it is clicked from the package page. It would replace both usages.
