Changelog tab is hidden when Timeline or Stats tab is active

Describe the bug

Sometimes when the timeline tab or the stats tab is currently active, these tabs are listed:

_You can see the tabs: main, docs, code, timeline and stats_

However, on all other tabs (main, docs, code), there is also a changelog tab, which is sometimes missing in the previous picture:

_You can see the tabs: main, docs, code, changelog, timeline and stats_

It also sometimes happens than when navigation from timeline/stats to main/docs/code, that the changelog tab is still not shown. It needs one further navigation to load.

this will be fixed by #2717.
the useLazyFetch within the command pallet causes buggy behaviour when the package name isn't initially available, in the pr it's fixed
