Generated code needs to tell runtime whether parameters are already escaped when binding

Different routers provide different values to parameter binding in the runtime, and we can't generically bind without knowing the behavior of the router.

Once I fix this in runtime, and publish a new version, we need to add tests to the parameter round trip tests to validate the behavior for each router kind.
