Add ChatGPT Work integration to create-sites

Summary

• disable the unused Workers inspector and ignore .sites-runtime in every generated starter; these defaults apply equally to Codex and ChatGPT Work
• add host integrations with codex as the default and an opt-in chatgpt-work mode that configures generated previews for terminal.local
• when the integration is combined with --add-ons auth, generate Work's email-based authenticated-user contract without requiring a per-Site user ID
• keep the integration orthogonal to add-ons and dependencies so Codex and Work projects retain the same package graph

Validation

• pnpm check
• pnpm changeset:check
• generated default codex and explicit chatgpt-work projects with d1,r2,auth,shadcn, verified their package.json files are byte-identical, and checked that both receive the shared runtime defaults
• verified the packed @openai/create-sites file list includes the Work auth integration template
