Personal drive doesn't populate immediately after user creation on second time

Describe the bug

While getting drives list after creating, deleting and agian creating the same user, sometimes the personal drive is missing.

👉 Also, file and folder creation results in 404 or 409.

Steps to reproduce

1. Create a user

2. Get drives list by the new user

3. Delete the user

5. Repeat steps 1-2 and the response should only include the shares drive

ℹ️ To make this work, we need to wait about 9-10 seconds (before creating user second time or before listing drives on the second try)

Expected behavior

Expected to see personal drive

Actual behavior

No personal drive in the list

OpenCloud: 7.5.0

This works consistently with OpenCloud 7.4.0

Could this be because of #3329

I used OC_LDAP_LOOKUP_CACHE_TTL: 0 to make the desktop client GUI tests pass.
