Detect Oseda Project on run

[ReeseHatfield]

• Use config path variable in a few places
• Check if cwd is an oseda project before it attempts to install vite
• fn is_cwd_oseda_project() -> There is likely a better, more composable way of handling this, but this will work for the time being
