The v0.3.0 macOS candidate stopped after Apple accepted the Syncthing plugin for notarization: spctl rejected the standalone executable because it is not an app bundle. Verify extracted plugin signatures with the notarized code requirement and online ticket check instead. App and DMG Gatekeeper assessments, signing, catalog hashes and publication gates remain enforced.
Bump the desktop and official plugin packages to v0.3.1 for a new immutable personal-testing candidate, preserving v0.3.0. Update the draft testing instructions and release workflow regression coverage.
Validation: 28 packaging/release checks pass; cargo check --locked --offline --workspace passes. macOS signing/notarization execution will be verified by the tagged draft packaging workflow after PR and main CI pass. Draft only; public release and real-machine attestations remain pending personal testing.
