[UI][DesignRuleMiner][plugins] Add a error message when spmf.jar is not detected.

Add a message in the UI when spmf.jar is not added in the project and explains how it should be added there.
Ideally, it should be displayed before any interaction.
So, the plugins need to be modified to include this check.
