[UI][DesignRuleMiner] Add search option for found design rules

After the results is displayed, there can be many items, makes it hard for users to find what they are looking for.
Add a search bar to filter found design rules based on keywords entered in the search bar.
If no result is found, prints a meaningful message.

We are going to start with a simple search (text matching).
If there is no result (e.g., because of typos), then display a message saying there is no result.
