Two docs items from the maintenance digest (#337).

  • docs/design/resident-tick.md: the status line said the resident tick was an opt-in mode and the start command was autoresearch start. It is now the default Slurm start (outerloop start, 360-minute walltime set by OUTERLOOP_RESIDENT_MINUTES). Replaced the finished rollout section with a short "Tick hosts" section (resident job, login host, local) and generalized the site-specific partition details. architecture.md no longer says the note "proposes" the design.
  • docs/design/role-cli.md: the end-state table named note (never built) and called submit future work. It now lists the verbs syscall_cli.py registers: author launch/message/submit/sleep/end, judge finding/conclude, and the shared verbs.

Docs only; no behavior change. The [Unreleased] changelog regrouping is left for the 0.3.0 release PR on release/0.3, so it doesn't conflict with the merge-forward.
