Brings in #1010 (legacy service token removal), #1027, #1023, #1026, #1032 and #1022. Conflicts resolved in favour of the KMS retirement: - access/layout.tsx, CommandPalette.tsx: main limited the KMS tab and command palette entry to owners (d6105d5). This branch removes both, so the owner check that only gated them goes too. - access/tokens/page.tsx: main switched the page's gate from the retired Tokens permission to an owner check. This branch deletes the page. The generated GraphQL files auto-merged and match a fresh graphql_schema dump and codegen run.
