`mb_http_input` throws `ValueError` in PHP 8.0.0, the change is incorrectly documented for 8.4.0

I have noticed an undocumented change to mb_http_input between PHP 7.4.33 and 8.0.0.

Currently, the function mb_http_input is documented to throw a ValueError when an invalid value is supplied, but since PHP 8.4.

However, the function throws a ValueError in 8.0.0 already.

This can be verified via:

I don't know if we should have two entries for this change, one for 8.0 and one for 8.4. The fix in 8.4 could just be considered a bug fix of the change in 8.0.
