Create Console Commands to Enable/Disable Functionality

Background

So long as this module is enabled, it's functionality is active. Ideally, there should be a console command to allow the enabling and disabling of it's functionality instead.

User-Acceptance Criteria

• The module's functionality can be enabled using the dev:layout-debug:enable command
• The module's functionality can be disabled using the dev:layout-debug:disable command
• Other existing functionality is not affected
