Package settings for structured and declarative patching of sources and wheel metadata

Design and implement a new system for structured and declarative patching of sdist sources, sdist metadata, and wheel metadata through package settings.

- version-specific patching (also for build system requirements)
- replace line in file
- fix sdist metadata (`PKG-INFO`)
- modify sdist and wheel installation requirements (`requires-dist`)
