New inputs rules, api-token, api-base-url and rules-force. Rules access (and drift) is checked with a dry run before any upload; rules are applied after functions and assets. The rules step uses the separate project-scoped portal token, never the content write token. rules-force overwrites rules changed outside code and never takes over a rule the manifest did not create.
