fix(runtime): replay Docker healthcheck CMD cleanup on current main

Replays the one-line Dockerfile cleanup from stale #38 onto current main after #40 merged. Keeps the canonical 3003 healthcheck and removes the stray shell-form root CMD so the image has one executable CMD.
