Integrate cellular-ISAC NLOS lineage and passive consistency fix

This guarded integration applies the verified 8 Aug 2026 follow-up:

• add Tosi et al., IEEE SPAWC 2024, as the experimental cellular-ISAC NLOS precursor;
• correct Reliable NLOS Intrusion Detection from arXiv-only labeling to its final ICT 2026 conference record (pp. 25–30), retaining arXiv as accessible full text;
• verify that SG-ATV is already synchronized across README, website, passive survey prose, and bibliography, without duplicating it;
• update website timeline/explorer (267 → 268), radar/ISAC survey prose, bibliography, and update log;
• rebuild and semantically/render-validate bare_jrnl.pdf before committing generated public artifacts.

The workflow is fail-closed: exact-match guards prevent large-file truncation or silent drift.
