Poking around the org for changes that might be useful with RFC 3984.
This doesn't really matter, since it's checking for labels, not adding them, but I noticed this and figured I might as well offer the code. I'm trying to make sure that things don't add T-libs-api labels so we don't need to search for it alongside T-libs on everything.
