Mod not supported with windows 7 (server side tested for now)

Hello, i have the following problem :

im running a small minecraft server, and we planned on using the create aeronautics mod.
sadly, it seems like that sable is incompatible with windows 7, as the same server. jar with all the mods ran fine on my windows 10 computer.

anny ideas what it could be and what i could do to fix it? what are the dependencies?

i heave researched some, its the dll from sable that cannot find some componend in windows 7
