Enable Project rules & label flows (post-UI bug)

Details / Plan

Description:

• Once GitHub resolves current Project workflows UI issues, configure:
  • Auto-add new issues with roadmap label to the Project Backlog view
  • Item closed → Status: Done
  • PR merged → Status: Done
• Optionally auto-assign based on label ownership.

Acceptance Criteria:

• New issues labeled roadmap appear in the Project automatically.
• Closed items move to Done without manual action.
