The v0.1.02 Release run failed before publication because the MSIX packager required a presets directory that a clean CMake build does not create. Treat only bundled presets as optional, preserve them when present, and continue rejecting missing webui, effects, licenses, models and scripts. The existing Windows CI packaging checks now exercise those cases and verify copied payload hashes.

Prepare the retry as v0.1.03, preserving the failed v0.1.02 tag. Add reviewed cumulative release notes covering PR #17 and the packaging-only follow-up, repin the same initial Store draft to the new tag, and record the actual activation/failure status. Application and DSP source are unchanged; the Store artwork and manual publication hold remain intact.

Validation: 12 PowerShell packaging checks passed; 49 Python tests passed with two POSIX-only skips on Windows; release-note validation and git diff --check passed. A complete MSIX built from fresh Release output without presets, passed MakeAppx validation and unpacked payload hash verification. This local artifact is test evidence only and will not be uploaded.

Release gate: passing CI → merge → tag v0.1.03 on the merged source → tagged Release build → authenticated Store preflight → certification submission. OPENSTUDIO_STORE_ENABLED is already true, with credentials restricted to v* tags. The failed run skipped publication and Store submission; live Store authentication and certification remain unverified.
