docs: backfill the changelog for what has landed since 1.3.3 - #84

Six PRs merged since the last release and none of them touched the changelog, so five user-facing changes were on their way to shipping unannounced: the sharing screen, per-view link previews, the full set of safety categories, the pending-exposure warnings, and the certificate error messages. The import-flow refactor is deliberately absent, being internal. Entries are written from what each PR actually did rather than its title, and name the server version where one is needed - sharing wants 1.4.0 or later, and a self-hoster on an older one would otherwise find a screen that does nothing. Also puts the section headings back in Keep a Changelog order; an earlier insert had left Added below Fixed. Whoever wrote each feature should correct its wording if I have described it in a way they would not.
