fix(wine): release drop target after drop or leave

Summary

• independently backports Wine upstream commit 8ca473d0c6aa3b2d2711de4b6d24fe2c85fa6c48 to release COM drop-target references after Drop or DragLeave
• adds the numbered Wine patch and updates the frozen patch-series manifest
• adds focused patch-content/series validation and makes policy tests honor TMPDIR

Comparison context

This is a fork-only comparison experiment for upstream issue shibco/ableton-linux#116. The upstream repository and issue remain read-only. This PR is a new, independent implementation and does not update or reuse fork PR #1.
