Adds the CosmosPay skill to the Community skills directory. The skill documents SEP-7 payment intents, browser wallet approval, server-side validation, signed webhooks, and secure patterns for swaps, liquidity and fiat ramps using the public @cosmosapp/pay_sdk package.
