Our notes and their content are becoming too low contrast with the hover state set to our 900 color. That is the background color and it's essentially making the note literally fade into the background.
Let's not change the note color on hover, but just use the stroke to indicate that it's being hovered over. On hover, the stroke should take on our "almost white" color.
