establish SL metrics Angular SDK API

[seanbrookes]

work with backend team to establish:

• the set of models to be exposed by the API
• polling interval
• metrics data structure

[seanbrookes]

see #426

[bajtos]

Did you mean strongloop/strong-arc#426?

[seanbrookes]

yes

IMHO no ramp up worth 3 points is necessary. Its about an hour, or if I guide you, its 20 minutes.

[seanbrookes]

it's more like ramp up and then work with Sam to establish the functionality of the API the front end is going to use.

I met with Sam yesterday and we worked out a high-level plan for the mechanics of the metrics data for UI consumption.

[] - establish which data points from strong-agent are in for mvp and which are out of scope: https://github.com/strongloop/strongops/blob/master/agent/README.md#metrics-api
[] - finalize the Angular SDK sevice to expose metrics data (API)
[] - finalize the data structure of the metrics reporting data
[] - create follow on stories for future enhancements (i.e custom data)
