@Conduitry can you add a changeset? Probably worth giving it a patch just so it shows up in the changelog, on the off chance it breaks something and someone is trying to bisect |

I think we don't need to externalize
cookieanymore, now that it's in ESM. At least, according to the code comment, that was the reason it was getting externalized before. Hopefully, this is no longer necessary.
