Add C/C++ Linguist language-bar gold and the C# SDK-era gitignore union:
- promote the Synesis language-bar into
**templates/gitattributes/{c,cxx,c_cxx}/**;
- expand **templates/gitignore/c#/** to SDK-era Visual Studio / NuGet /
Coverlet / BenchmarkDotNet ignore union;
