Package the Python sync client as an installable CLI

Goal

Turn the Python downloader into a more standard user-facing tool.

Scope

• Add package metadata and entrypoint
• Keep the current direct-script path working if possible
• Document install and upgrade flow

Done when

• Users can install and run the client without copying the script manually
