docs: restore required text documentation artifacts

Restores required documentation artifacts surfaced by the umbrella suite-state verifier.

Changes:

• Adds missing plain-text documentation artifacts required by the suite documentation standard.
• For CivicClerk, restores the unsuffixed Apache-2.0 LICENSE alongside LICENSE-CODE/LICENSE-DOCS.

Verification:

• bash scripts/verify-release.sh -> PASSED locally before push
• Umbrella scripts/verify-suite-state.py -> PASSED locally after these files were restored
